Two builds, the same program. Both carry their own .NET, so nothing needs to be installed first. Both are cut from the same audited build rather than compiled separately.

A normal install with shortcuts and an entry in Apps and features. Installs for you alone and never asks for administrator rights.

Unpack and run. Nothing is written into the system, which suits a locked-down work machine.

Windows will warn you on first run.
The builds are not yet signed with a developer certificate, so SmartScreen asks for confirmation: “More info”, then “Run anyway”.
SHA-256 checksums
Until there is a signature this is the only way to be sure the file arrived intact and is the one we published. In PowerShell:

Updates come from the application itself: it compares its version against the current release and gives you the link. The installer runs over the previous version; the portable build is simply unpacked again.
